This is the most valuable thing Pennsylvania offers a disabled veteran buying a home, and it is decided county by county on a test most people get wrong.

What it actually is

A real estate tax exemption on the home you live in. Not a credit, not a rebate, not a deferral. The tax on a qualifying principal dwelling comes off.

โ˜… We are not going to tell you what that is worth in dollars on your house, because millage is set locally and we did not read millage at a primary source. Your county assessment office has the figure. What we can tell you is that it is the single largest recurring cost a VA loan does not remove, and Pennsylvania removes it for veterans who qualify.

โ˜…โ˜… The TDIU route most coverage leaves out

Nearly everything written about this exemption says "100% disabled". The criteria say something wider: total disability individual unemployability is listed as an alternative to the 100 percent permanent rating.

โ˜…โ˜… That matters because TDIU is paid at the 100 percent rate while the underlying schedular rating can be lower. A veteran at, say, a 70 percent schedular rating who holds TDIU may read "100% required", conclude they are out, and never apply.

โ˜… The same sentence also names service-connected blindness, paraplegia and loss of two or more limbs as qualifying in their own right.

โ˜… We do not determine any of this. Ratings are the VA's; eligibility here is the State Veterans' Commission's.

โ˜…โ˜…โ˜… The need test, and the 2025 change

Verbatim: "Applicants must also show financial need. Applicants with an annual income of $114,637 or less are given a presumption of need for the exemption. Applicants whose gross annual income exceeds $114,637 will be considered to have a financial need for the exemption when their allowable monthly expenses exceed monthly household income. The applicant's monthly household expenses must be verified with supporting documentation and will be calculated to include a cost-of-living allowance."

โ˜…โ˜… So this is not a hard income cap. It is a presumption below the line and a demonstration above it.

โ˜…โ˜…โ˜… And the line moved: "On January 1, 2025, the State Veterans Commission adjusted the presumptive need level…upward to $114,637 in accordance with state law. Veterans and surviving spouses who have previously been denied for need are encouraged to consider submitting a new application."

โ˜…โ˜…โ˜… If you were denied on need before 2025, that is the Commonwealth inviting you to try again. We are not aware of another state benefit that says so this plainly, and it is the single most actionable sentence on this website.

โ˜…โ˜…โ˜… What the level was before, and the rule that decides your start date

The prior presumptive need level was $108,046, applicable on or before 31 December 2024. The rise to $114,637 is $6,591. Both figures are in the Pennsylvania Bulletin notice, 55 Pa.B. 149.

โ˜…โ˜…โ˜… And that notice does something more useful than set a number. It sets two different effective dates:

โ˜…โ˜… So the two groups are treated differently, and the first one backdates. If you had an application pending at the end of 2024 that cleared $108,046, its effective date is the date you applied, not the date the level changed.

โ˜… Who decides, and how to apply

The State Veterans' Commission administers the exemption. Applications go through your county Director of Veterans Affairs.

โ˜… That is a county-level human being, not a web form, and they are the right person to ask about how allowable expenses are calculated in your case. We are a lender; we do not score these applications and we will not guess at how one will be decided.

โ˜…โ˜… Why a lender is writing about a tax exemption at all

Because it changes the loan.

Property tax is normally part of the monthly housing payment a lender underwrites, and it is part of the shelter expense in the VA's residual income test. Remove the tax and both numbers improve.

โ˜… The sequencing is the practical point: an approved exemption is a different file from a hoped-for one. If you are mid-application with your county, tell us, because how we document it matters.
