Most pages about VA loan limits are written as though the limit always applies. For a veteran with full entitlement it does not apply at all.

★★ The sentence that makes this page short

The VA, on full entitlement: "You don't have a loan limit (as long as you can afford the loan amount and the property appraisal supports the purchase price of the home)."

★★ If that describes you, the table below is not about your loan. What governs your purchase price is what you can afford and what the appraiser says the house is worth, and the VA adds that your "lender will still need to approve you".

★ When the county number does bind

When you have remaining bonus entitlement rather than full entitlement, typically because you have a VA loan outstanding, or used entitlement and have not had it restored.

In that case the VA says a lender "will use your remaining bonus entitlement to determine the maximum amount they'll loan you without requiring a down payment", and may require a down payment "if you don't have enough remaining bonus entitlement for a 25% VA guaranty for the loan amount you want."

★ So the county figure is an input to a guaranty calculation, not a cap on the purchase. How entitlement works.

The Pennsylvania figures

TierOne-unit limitCounties
Baseline$832,75066 of 67
★ High-cost$1,209,7501: Pike

We parsed the FHFA 2026 county file rather than reading a summary. Pike County, in the far north-east on the New Jersey and New York borders, is the only Pennsylvania county above baseline.

★★ And in practice it almost never binds

Philadelphia is Pennsylvania's most expensive metro at a typical value of $389,523. That is roughly 47% of the $832,750 baseline.

★★ Pittsburgh, the second city, is $232,121. Johnstown is $112,455. Across a state with 34 metro rows, the conforming baseline is somewhere between twice and seven times the typical house.

★ Which means that even for a veteran with partial entitlement, the limit is rarely the constraint in Pennsylvania. The constraints are income, credit and the appraisal. Every PA metro.

Multi-unit

These are one-unit figures. Two-, three- and four-unit properties carry higher limits in the same FHFA file, and a VA buyer can use a multi-unit property as a principal dwelling subject to occupancy rules. Ask and we will pull your county's exact set.

★ What actually decides a Pennsylvania VA file

  1. Your entitlement status, which decides whether a limit exists for you at all.
  2. Your income against the payment, including the VA's residual income test. How that works
  3. ★ Whether you qualify for the Pennsylvania property-tax exemption, which changes the payment we underwrite. The criteria
