A 100% Rating Is Not Enough. Pennsylvania Also Asks When You Served.

The condition that decides the most valuable veteran benefit in Pennsylvania has nothing to do with how disabled you are.
The condition
Among the mandatory criteria for the Disabled Veterans' Real Estate Tax Exemption, the Commonwealth lists: "Service during a period of war as determined by the U.S. Department of Veterans Affairs (operation or service-specific expeditionary medals can also be used to establish wartime service)."
โ โ Two halves, and both matter. The first is a hard requirement. The second is a widening that a lot of veterans never hear about.
โ โ Who this excludes
A veteran rated 100 percent permanent and total for an injury or illness incurred entirely during peacetime service.
That veteran is service-connected. They are almost certainly exempt from the VA funding fee, because that test asks only whether they receive compensation. They may be at the top of the rating schedule. And on the plain wording of the Pennsylvania criteria, they do not meet the wartime limb.
โ โ We are not arguing the policy. We are telling you that "I'm 100% service-connected" and "I qualify for the PA exemption" are different statements, and the gap between them is a date.
โ โ The widening most people miss
"Operation or service-specific expeditionary medals can also be used to establish wartime service."
โ โ So the test is not purely "were you serving between these two dates". A campaign or expeditionary award tied to a named operation can establish it. For veterans whose service falls between the formally declared periods, that sentence is the one to take to the county Director of Veterans Affairs.
โ What counts as a qualifying medal is not something we are going to list. We did not read a medal schedule at a primary source, and inventing one would be worse than saying so.
Where "period of war" is defined
The Commonwealth defers to the federal definition, and the DMVA links it directly: 38 CFR 3.2.
โ That is the authority to read if you are close to a boundary. It is a federal regulation, it is current, and it is readable, which is more than can be said for most of the sources in this area.

โ โ Vietnam-era is the largest single cohort in the state, and it is wartime service. Add the two Gulf War cohorts and the great majority of Pennsylvania's veterans served in a period the VA recognises.
โ Pair that with the disability data, 30.60% of PA veterans report any disability against 15.90% of non-veterans, and the population most likely to hold a qualifying rating is also the population most likely to clear the wartime test. That is the structural reason this exemption matters more in Pennsylvania than a casual reader would guess.
โ The modal PA veteran age group is 75 years and over, which is consistent with a Vietnam-era plurality.
โ What to do if you are unsure
Take your DD-214 and any campaign or expeditionary awards to your county Director of Veterans Affairs. They administer the application and they are the ones who apply this test.
