Cumberland County: Third for Veterans, First for Veteran Jobs
Program and regulatory figures verified October 10, 2026. Details change; confirm your scenario with us.
Three Pennsylvania installations sit within an hour of each other in the south-central part of the state, and the counties around them have the best veteran employment data in Pennsylvania.
★★ The Cumberland County numbers
5.71% of Cumberland County's population are veterans, third-highest in Pennsylvania. And its veteran unemployment rate is 0.24%, the lowest in the Commonwealth.
★★ Those two things together are unusual. Most counties with a high veteran share do not also have the best veteran employment: Beaver, second on share, has the second-worst veteran unemployment at 11.39%. Cumberland is the clean case.
★ Carlisle Barracks, home of the U.S. Army War College, is in Cumberland County. We are not asserting that the installation causes the employment figure. We did not read an economic-impact study at a primary source, and we will not claim causation from a correlation. But the Commonwealth's own data puts the county at the top, and the installation is there.
★ Note what we are not publishing: any personnel or employment headcount for Carlisle Barracks. Its website is unreachable to our research tools and we read no figure at a primary source. How we handle that.
The three markets
| Metro | Typical value | YoY | Installation / county note |
|---|---|---|---|
| Harrisburg | $311,782 | +2.9% | contains Cumberland County. Carlisle Barracks, 0.24% veteran unemployment |
| ★ Lebanon | $322,197 | ★ +5.2% | Fort Indiantown Gap: Lebanon County is one of nine at zero veteran unemployment |
| ★ Chambersburg | $290,668 | +2.1% | Letterkenny Army Depot: Franklin County at 0.79% |
★ All three sit between $290,000 and $323,000: above Pittsburgh, below Philadelphia, and well under the $832,750 conforming baseline.
★★ Lebanon's +5.2% is the strongest of the three and above the state's middle. If you are choosing between these markets on momentum, Lebanon moved and Chambersburg did not much.
★ Why this corridor is the practical answer for a lot of PA veterans
It has what the two big cities do not have together: moderate prices, the state's best veteran employment data, and no Philadelphia city transfer tax.
★ Philadelphia's 4.578% transfer tax applies in Philadelphia. Here the Commonwealth's 1% applies plus whatever the municipality levies, and we publish no local rate because we did not verify one. Your title company will have it. The Philadelphia comparison.
★★ And the exemption is applied for county by county
If you qualify for the Disabled Veterans' Real Estate Tax Exemption, the application goes through the county Director of Veterans Affairs: Cumberland, Dauphin, Lebanon, Franklin or wherever you buy.
★ So in this corridor the county line decides both which office handles your exemption and which school district and municipality set the millage it would otherwise exempt. That is a reason to settle the county question before you settle on a house. The criteria.
